Guidance notes in the Standard Bidding Document within the left square bracket and right square bracket andguidancefootnotesareintendedasinformationforpreparingthebiddingdocumentsandhenceshouldbe deletedinthefinaldocument. This document has 9 Sections, of which Section I (Instructions to Bidders) and Section VIII (General Conditions of Contract) must not be altered or modified under any circumstances. The Invitationfor Bid (IFB) is a copy for advertisement that provides relevant and essential information to help the Bidders to decide whether or not to participate in the particular bidding process; this is provided in the Biding Documentforinformationonly. TheProcuringEntityshouldprovideitsspecificneedsintheBidDataSheet(BDS),theSpecialConditions ofContract(SCC)andthedetailedrequirementsoftheprocurementintheWorksRequirements. This Standard Bidding Document, when properly completed should provide all the information that a Bidder needs in order to prepare and submit a bid. This should also provide a sound basis on which a ProcuringEntity canfairly, transparently and accurately carryout evaluation of the Bidsreceivedfromthe bidders. The Procuring Entity, before publishing the Invitation for Bids, should identify and approve from the competentauthoritythe procurementrequirements, itstechnical features,andcost estimate.Furthermore, the Procuring Entity shouldkeep in mind the availability of the budget andpossible slicingandpackaging oftheprocurementrequirements. If any amendments on Public Procurement Act 2063 or Public Procurement Regulation 2064 are made, the ProcuringEntityshallincorporatesuchamendmentswhenpreparingaparticularBiddingDocument. BriefdescriptionofdifferentsectionsoftheStandardBiddingDocumentandhowaProcuringEntityshould usethesewhenpreparingaparticularBiddingDocumentisdetailedbelow:S I ECTION Instructions to Bidders (ITB) This Section provides relevant information to help the Bidders to prepare their Bids. Information is alsoprovidedonthesubmission,opening,andevaluationofBidsandontheawardofContract. The Instructions to Bidders (ITB) specify the procedures that regulate the bidding process. The ITB contain standard provisions that have been designed to remain unchanged and to be used without modifying their text. The ITB clearly identify the provisions that may need to be specified for a particularbiddingprocessandrequirethatsuchspecificationbeintroducedthroughtheBDS. TheInstructionstoBiddersarenotaContractdocumentand,therefore,arenotapartofthe Contract. S II ECTION Bid Data Sheet (BDS) The Bid Data Sheet (BDS) contains information and provisions that are specific to each bidding process. TheEmployermustspecifyintheBDSprovisionsthatsupplementtheinformationandrequirementsspecified inSectionI,InstructionstoBidders.Allinformationshallbeprovided;noclauseshallbeleftblank. To facilitate the preparation of the BDS, the clauses in the BDS format are numbered with the same numbers as the corresponding ITB clauses. The instructions included in the BDS are to guide the Employeronhowtoenterallrequiredinformation. S III ECTION Evaluation and Eligibility Criteria The purpose of the Evaluation and Eligibility Criteria is to specify the criteria that determine the substantially responsive bid closest to the Average Bid Price and the qualifications of the Bidderto performthe contract.In determiningtheEvaluationand Eligibility Criteria,the Procuring Entity shallfollowtheguidanceincorporatedonthissectionandshallnotlimitthecompetition. TheEvaluationandEligibilityCriteriaisnotapartoftheContractdocument.S IV ECTION Bidding Forms ThisSectioncontainstheformswhicharetobecompletedbytheBidderandsubmittedaspartofhisBid. ThisSectionprovidesthestandardformatfortheLetterofBid,tableofpriceadjustmentdata,BidSecurity Form,andBidder'sinformationformstobesubmittedbytheBidder. S V ECTION Works Requirements This section contains the volumes of information that describe the Works to be constructed and includes Specification,theDrawings,andsupplementaryinformationthatdescribetheWorkstobeprocured. S VI ECTION Bill of Quantities (BOQ) This Section provides estimated information on the itemized quantities in sufficient detail to distinguishbetweenthedifferentclassesofWorkstobeperformedbythebidderandenabletotheBidderto preparepricedbillofquantitiesefficientlyandaccurately. S VII ECTION General Conditions of Contract (GCC) The GCC contain standard provisions that have been designed to remain unchanged and to be used without modifying their text. This Section provides the General Conditions of Contract that will apply to the Contract for which the Biding document is issued.
