The Government of Nepal has received financing from the Asian Development Bank (ADB) toward the cost of Urban Resilience and Livability Improvement Project (URLIP), Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB. 2. The Devdaha Municipality. Office of the Municipal Executive, Urban Resilience and Livability Improvement Project (URLIP), Project Implementation Unit (PIU), Devdaha, Rupandehi (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of DEVDAHA GREEN PUBLIC SPACE IMPROVEMENT (LOVELY PARK) WITH ACCESS ROAD (“112 Works”). 3. Open competitive bidding-National advertisement will be conducted in accordance with ADB’s Single-Stage: Two-Envelope (1S2E) procedure and is open to all Bidders from eligible countries as described in the Bidding Document. 4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding: (i) Minimum Average Annual Construction Turnover (as per Section 3 of the Bidding Document): NRs. 1175.21 million, calculated as total certificd payments received for contracts in progress or completed within the last five (5) years divided by five (5). (ii) Financial Resources (as per Section 3 of the Bidding Document): the Bidder must demonstrate availability of financial resources (less its financial obligations for current contract commitments) that meets or exceeds the total requirement for the subject contract, as detailed below: - Sole Bidder: NRs. 160.67 million - Joint Venture, one partner must meet or exceed its required share of 40%: NRs. 64.27 million - Joint Venture, each partner must meet or exceed its required share of 25%: NRs. 40.17 million - Combined financial resources of the Joint Venture: NRs. 160.67 million. (iii) Contracts of Similar Size and Nature (as per Section 3 of the Bidding Document): a) Participation as a contractor, Joint Venture partner, or Subcontractor, in the following contracts that have been satisfactorily completed between Ist January 2016 and bid submission deadline: Construction or Improvement or Upgrading of Roads/Construction or Development or Upgrading of Public Spaces such as public park or recreational park or footpath one (1) contract having minimum value of NRs. 690.58 million (excluding VAT). b) Participation and successful implementation, as a contractor, Joint Venture partner, or Subcontractor, in the following technical requirements, within the last ten (10) years 1. 1,120.00 cu.m of Asphalt concrete works within any single contract. 2. 2,120.00 cu.m of Reinforced Cement Concrete (RCC) structures and structural concrete works (M20 or above) within any single contract. 3. 7,440.00 sq.m of Interlocking paving works within any single contract. 5.
